St. Albans is an ancient town in the county of Hertfordshire, 22 miles north or London. From very early times the borough of St. Albans was under the rule of the Abbot and Convent of St. Albans. In the Domesday survey it was listed as containing 46 burgesses. In 1307 the burgesses obtained a charter from Edward II, defining the limits of the borough and empowering them to send two representatives to parliament. This charter was in effect for only a few years though, when it was voluntarily surrendered by the burgesses. Official incorporation was not actually achieved until 1553.
