Hertfordshire is a medium sized county on the northern border of Greater London. The main occupation of the county was agriculture, mostly in crops for the London markets, including cereals, turnips and fruit. By the early part of the 19th century the county's cotton and silk industries had declined but straw plaiting for hats was a major industry during the period, reaching a peak in the 1870's then declining rapidly. Malt production, flour milling, lime kilns and paper making were the other main industries.
Pigot's Directory of 1839 describes the county thus: "The climate of Hertfordshire is considered most salubrious, and the air is generally mild; ... These advantages, with the general beauty of the county, the goodness of the roads, and the almost uninterrupted fertility of the soil, have been the means of making this county a favourite residence, and inducing great numbers of wealthy persons to purchase lands for building villas ..."
In 1800 the population of Hertfordshire was around 100,000, increasing to around 250,000 by 1900. Towns with a population of over 2,000 in 1831 were Bishop's Stortford, Cheshunt, Chipping Barnet, Hatfield, Rickmansworth, Sawbridgeworth, Standon, Tring and Ware, while Hemel Hempstead, Hertford, Hitchin and St. Albans had more than 5,000 inhabitants.
